U.S. legislation would require technology in all vehicles to prevent frontover deaths and injuries

U.S. Senator Richard Blumenthal (D-CT) has introduced the STOP Frontovers Act, which aims to reduce frontover accidents by mandating the installation of cameras, sensors, or other detection technologies in all new passenger vehicles. These technologies would establish perception zones capable of detecting pedestrians, bicyclists, and other vulnerable road users, including children, and would alert drivers using auditory, visual, or haptic signals. The legislation directs the National Highway Traffic Safety Administration (NHTSA) to create a new Federal Motor Vehicle Safety Standard within a year of the bill’s enactment, followed by a final rule the following year. Blumenthal emphasized that safety features should not be restricted to premium models and that such measures are essential to preventing tragic accidents.

The STOP Frontovers Act has gained support from various safety organizations, including Advocates for Highway and Auto Safety, which highlighted the increasing risks associated with larger vehicles and their blind zones. This legislation builds on previous safety advancements, such as the 2014 mandate for rear visibility technology and the recently finalized standard for automatic emergency braking (AEB) systems. 

However, not all initiatives have been without contention; NHTSA recently denied a petition from the Alliance for Automotive Innovation, which opposed speed requirements for AEB systems, citing feasibility concerns and potential cost increases for manufacturers and consumers. Despite these challenges, advocates commend the proposed legislation as a critical step toward protecting vulnerable road users.
